Not being from Oakland, Meth has a relatively small impact on my life. Until I get a cold, at which point I get to curse the lack of effective drugs. What's surprising is how phenylephrine does have a noticable effect. What's even more surprising is that it has this effect about thirty seconds after I've swallowed the capsules, indicating fairly strongly that it hasn't actually hit my bloodstream in any sensible way at that point (though I've had astonishing difficulty in finding figures on how long the plastic capsules take to dissolve in the stomach). So, even though I know it's got no measurable effect beyond that of a placebo, the placebo effect still works. Damn you, psychology.

capsule dissolution time

There is no single figure for the time taken for a capsule to break up in the (mammalian) stomach. It depends on the coatings applied to the capsule (some of which are deliberately intended to prevent any break up in the acidic environment of the stomach) and it depends what you mean by breakup. Do you mean the first point at which any drug is released or the point where the majority of the dose can be considered as available? Food can also have a large impact on dissolution time. Generally, for a capsule intended to break up in the stomach in the absence of food, it is reasonable to assume around 10 minutes before any significant amount of drug is released and a few extra minutes for that drug to be available for absorption in the small intestine. (Some drugs can be absorbed through other parts of the GI tract.) Most drugs will not be absorbed directly through the mouth - common ones that can include aspirin. So between 15-20 minutes before the majority of the dose shows up in the bloodstream in many cases, in the absence of any food. For a drug that uses oral administration but not absorbed directly through the mouth (which requires some form of dispersible/dissolved formulation), any effect before 5 minutes is commonly regarded as placebo.
(Note: released == outside the capsule and dissolved in the stomach fluid - dissolving can take a reasonable length of time for some drugs.) The majority of time is taken up by water trying to penetrate the dessicated capsule shell, having liquid inside the capsule only has a small effect. Opening the capsule would decrease dissolution time greatly but more commonly leads to part of the dosage being spilled.

Most decent drug stores should have pseudoephedrine behind the counter. Just ask the pharmacist for it. I had no trouble getting it in Maryland.

That might be difficult without a driver's license or other state ID, depending on how they do things there.

I certainly had no trouble getting pseudoephedrine for me and fanf for the most recent evil cold.

Our placebo is ineffective, because phenyleprine does bugger all for either of us.
